The player starts to add roads and residential areas, industrial and commercial and basic services such as electricity, water and sewage, to encourage residents to enter and provide them jobs. Players start with a land – equivalent to an area of 2 by 2 kilometers (2 miles a 1.9 mi) – along with an exchange off a nearby highway, as well as an initial amount of game money. These mods unlock all milestones and provide unlimited money to the player. The player can also play in a way sandbox with two mods that come pre-installed in the game, ready to activate.
Players manage the city budget, population, health, happiness, employment, pollution (land, water and noise), traffic flow and other factors. Players engage in urban planning, controlling zoning, road construction, taxation, public services and public transport in an area.
